      Hello everyone,

      I've had no access to my PayPal account for a week, to date.

      Confirmed an item on EBay, then was denied access to PayPal​, error 70360.

      I've tried proving my I.D, and had no response from ​PayPal.

      Googled error 70360, I'm not on my own.

      Tried removing cookies, to no avail.

      Any suggestions welcome.

          Copied off Google, search was 'Paypal error code 70360'

          I tried deleting Cookies and turning off Popup Blocker, but this didn’t work.

          I added the web address – mbuy.ebay – etc to the – security trusted sites section, but this made it worse, as it constantly wanted me to log back in!!!

          The solution I found was to go to the Internet options – Content and select: Clear SSL State (Secured Socket Layer State) and OK.

          DESCRIPTION:

          If you click Clear SSL State on the Content tab in the Internet Options dialog box, you can remove all client authentication certificates from the Secure Sockets Layer (SSL) cache.

          In an SSL session (using https://), when a server asks for a certificate to verify that you are who you say you are, the chosen certificate is saved in a cache. The chosen certificate can remain in the cache until you restart your computer. Clicking the Clear SSL State button removes all certificates from the cache without having to restart your computer.

            There are several 'fixes' or 'work arounds' on the net. I just goggled it and read part of one hit. At least four ways to overcome it and apparently it might depend on the phone you are using, windows or android 'puter, etc. Might be paypal or might be epay end – each blame the other. Sent something to another addy? Card security number changed? Who knows, could be anything. B annoying, mind!

              Are you having trouble loging into your account on the paypal website or when you try to pay for an item on ebay and ebay tries to link to paypal ? Pc or ipad/phone or android device ?

                  Try loging into paypal via thier website and update your details and any links to ebay.

                  Then do the same for ebay .

                  I haven't used windows 10 is it an app based operating system like windows 8 ?

                    Have you tried ringing PayPal? I have twice and found them very helpful and it's a free phone number, 0800 358 7911, also is your card working OK elsewhere? my PayPal was stopped a couple of months ago after I bought some items in Marks & Spencers, there was a bit of a problem with the card and their checkout but eventually after going to another till it went through, however this problem was enough for my bank to stop my card which is the one PayPal takes the money from and it was only when buying something off eBay later I found my PayPal was stopped, I rang PayPal and they said it was my card and I then had to clear it with the bank.

                      Be careful… I've had a couple of occasions where 'PayPal' have suspended my account & suggested that I sign in to the 'PayPal' link in the message… this is a typical scam to get your bank details.

                          Paypal have stopped accepting my UK credit card which I have used for over ten years in France. The excuse given by their telephone help line was that it is because the UK is no longer part of the EU! I now have to pay for any purchases from the UK in Euros!

                            When I contacted them I logged in and got the six digit code immediately, but I got that 0800 number from the link below,

                            https://www.paypal.com/selfhelp/contact/call

                            When I first opened the PayPay home page I scrolled down to the bottom to 'Help & Contact', clicked that and the next page which is 'Contact PayPal' has the link 'Call us', clicked that and I got the login page and a few lines down is the 'contact us without logging in' and this is what gave me the 0800 number, I've never done that as I could always login so I don't know how you get around the six digit number problem. I've just rung the 0800 number but it knows I have logged in and have a six digit number which is valid for 60 minutes. I'll try again later.

                                Anything that goes wrong from now on that'll be the bogeyman, it sounds like an excuse to palm you off, theres no reason why your money would suddenly be no good, there could be an excise duty to pay but it shouldn't stop you from buying full stop.

                                  Just tried the 0800 number again now my six digit number has lapsed, I'm asked 'I see you are calling from xxxxxxxxxx' shall I use that number to reference ( or something like that ) your PayPal account? I then hung up, were you logged in when you rang up?

                                    They probably make more money that way due to a currency exchanges. Their rates aren't as bad as some. You should see the rate my bank gives me if I have to pay in foreign currency. They probably are not very keen on holding GBP any more – another reason. That is pretty understandable.

                                    Interesting that the EU took on Apple. Apples response is really global blackmail. I suspect similar reasoning is behind inland revenue accepting low back tax deals with a number of global companies. In a nut shell they say accept it or else. Maybe they will impose tax tariffs on Apple. The stuff is over priced anyway.

                                    Best say nothing about Brexit and bogeyman. Tempted though.

                                            That is presumably why they asked for the six digit number, if you ring up again without logging in you should get through.

                                              The six digit number is usually emailed to you when you go through the "Having trouble logging in" link. The six digit number is only valid for a few hours I believe.

                                                  I followed a link to one horror story off the one Michael posted. Personally when there is problems that mean dealing with just about anybodies customer services I feel it pays to remember that the person on the end is just doing their job and in all probability has nothing what so ever to do with what some one might be complaining about. They might also have handled heaven knows how many calls on exactly the same subject. They haven't much alternative to say what they have been told to say what ever they themselves might think about it.

                                                  If people remember this and even explain that they know that this is the case they might even get some help. In this paypal case though that looks doubtful.

                                                  Fraud may be one of there reason but I strongly suspect that the other 2 I mentioned will come in to it as both of them are pretty obvious and there could also be other side effects. I don't know how many people have tried transferring money from a UK bank to some ones EU Euro account. Unlike the rest of the EU we can not just do it as if it was a branch of the same bank as the rest of the EU can. Same branch? My wife wanted to transfer some money from a Barcley's account to a Lloyds one today in a Lloyds bank. Best way is to get cash from the cash machine from the Barcley's account out of the Lloyd's machine and then deposit it into the Lloyd's one. No problem doing it that way.

                                                  Many people in the EU find it hard to believe that our banks will charge for transferring into one of their euro accounts when they don't have that problem. Our bank's answer – it's possible to split the fee between the sender and the receiver. They may have made changes in how money gets to paypal. That could be another reason for the change.

                                                    Although we haven't left the EU yet the intent to do so has been clearly stated.

                                                    There is no doubt that all the organisations who will be effected by the change are adapting to the impact of the announcement as well as preparing for the formal exit . Even though we have not even started the exit process, the fall in the value of the pound, the rise in the rate of inflation, and the most recent reduction in the bank rate are all issues that businesses have to manage immediately.

                                                    Paypal is registered as a bank in Luxembourg. EU financial regulation applies to all this bank's operations in the EU. Leaving the EU means that the UK will no longer be covered by this regulatory arrangement so an alternative will have to be set up. It is likely that the process to do this has already started, and that it might well include tidying up customer arrangements that cross the future border, which is what Russell has been doing.

                                                    No-one should be surprised that Brexit is already starting to make a difference or that some of what happens next will be painful.
