If you are a regular trade customer they may not. More likely they just don’t know or possibly care about the regulations.
It’s only unusual transactions that have to be reported.

I am sure there is a proper loctite cleaner, did know the number and that, in an aerosol can would work out cheaper than most of the materials mentioned, which have a nasty habit of evaporating when you don’t use them.

Don’t expect the law to be enforced consistently!   I’ve got away with parking on a double yellow line, doesn’t mean it’s OK, or those who copy my happy go lucky experience won’t get a ticket!

A card payment collects the necessary details, so no need for questions.  Or if the shop know you.  A stranger paying cash is more suspicious…
