Thge mention of pressed steel, mpuleys reminded me that in the automotive world, it was notb unknown the adjust belt mtension by removing or adding shims betweenn the two mhalves to move the pitch line outwards or ineareds. (The original VW Beetle, and i think the Renault 4 used this technique for belt btensioning., so there were probably other examples. )
So you copuld turn up pairs of flanges, with appropriate bores, and face the central area so that when paired the 12 mm width for an A secrion belt results.
For a multi sheave pulley, pairs of flanges can be bolted together. Once this has been done, the bore can be fiunished to size, and a keyway cut.
