How is it steered?

I would imagine that there is a differential driving the two tracks with brakes on the drive shafts.
You can see that he doesn't need to 'spin' the steering, just turn it a small amount.
Looking at the registration plates of the cars in the background it looks like it's maybe in Schleswig-Holstein, not far from Lübeck.
According to the ever reliable Wikipedia, Hornsby's patent was for a dual clutch system, not a differential.
