I think that it's a "nibbler" for thin sheet metal. Might have a part missing. Forget possible trade-name.

It is a generic version of an Eclipse Goscut, a hand nibbler primarily for laminates and veneers. The Eclipse version came with three different trigger/blade units for straight, curved or (something else?) cuts.

Thank you very much for your quick responds! A friend of my son is involved with sorting out all the tools in the workshop of his late father in law. I try to help him a bit by identifying tools, equipment, etc. Fro photos he sends to me. Thank for your support, I may come with more questions.

The blades are exchangeable, thick beefy ones are for sheet metal, slim ones like that in the photo are for laminates.

I had one for nibbling Veroboard and Printed Circuit Board. They're meant for thin sheet, not car body work, for which a heavier version with longer handles is available.
