Oil hardening gauge plate, cut a washer shape out of it, mount on a mandrel to profile it, chisel the barbs. Heat treat will be a challenge though, to get it hot enough without the barbs burning. The supplier of the ones in your link may use a clay pack or ceramic wash and inert gas furnace heating to prevent burning.
