Steel for cutter?

These are ridiculously expensive for just occasional use. I’m sure I could hand cut something similar myself but what steel to use that I can harden easily? A slice of silver steel would I’m sure do the job but a 2” bar would be a bit pricey when I only need an inch or two. Any ideas of suitable stock sold in short lengths? TIA.

Oil hardening gauge plate, cut a washer shape out of it, mount on a mandrel to profile it, chisel the barbs. Heat treat will be a challenge though, to get it hot enough without the barbs burning. The supplier of the ones in your link may use a clay pack or ceramic wash and inert gas furnace heating to prevent burning. The techniques and care needed may explain the prices for the commercial ones. These ain't a D bit or single point lathe tool……
