Hello again Douglas.
I don’t think you need to worry about balancing the flywheel. Continue with the chassis and add the wheels, this will smooth things a bit, but it is not until the loco is on the track and under load that you can really tell if it is set up right.
With the reverser set towards the middle in forward gear i.e. short cut-off. it should be possible to set the valves so that front and rear port openings are equal.as the crank is rotated. As far as I can tell the revised position of the reverser is right so if you are having to set the pivot 6mm higher sounds like something is not to the drawing. The test model I am building for the series in ME runs OK as per the drawings.
