Yes Ian I think that does help and the fact that it is a none dead centre engine speeds up the resonce time
This is not a criticism in any way, however its not really an engine but is a motor. Self starting is pretty much a given with motors too.

Presumably on ships steering this motor would use hydraulic oil? It would be more power efficient on hydraulics compared to pneumatics (all else being equal).
I havn't been able to find any reference of it running on oil, but what I do know was that it was used extensivly in mining and was powered by air piped down from the surface, hence you'd got a none sparking motor
I keep turning up examples of this engine being used a a very wide range of aplications thanks to its compact design and flexibility, it wasn't very economical in the use of steam, but in aplications where this didn't realy matter its advantages more than made up for this.
I was wondering if they used the exhaust steam from the low presure cylinders on a marine engines to use it for ship stearing ?. perhaps someone could comment on the vesibility of this.
