Oxalic acid is on the EPP list as well.

For a very complete and understandable review of acids in relationship to soldering/brazing and cleaning of flux and water oxides from copper I refer you to Norman Billingham’s article entitled The Chemistry of Pickling. It appeared in the September 2021 (vol 307) edition of Model Engineers Workshop.
It completely dissuaded me from any inkling to employ strong inorganic acids despite the normal reflex to resist our legislative masters.
Read it and make up your own minds.
