When I have a large area of fairly rough steel, such as hot-rolled plate, to mark out, I sometimes clean it then sprayed it with ordinary light-coloured primer.
That will take a pencil to sensible accuracy, and once features like the edges have been been cleaned up it becomes possible to mark out to finer limits, or to machine from datum edges.
The remaining metal then has a lightly painted surface to help protect it in storage.
