I know I have at least one fan of these plans! It is rather unusual isn't it.
One using change wheels or a standard dividing had may have cyclical errors, but these should always even out to zero after a full rotation. This one produces even spacing except for any accumulated error in the final hole.
It must have worked well or MES wouldn't have offered to stock the kit of parts. I suspect it is sensitive to the quality of the build and care in use.
