I am planning to make the boiler for a 5inch Speedy loco. How does not having a CE mark affect the running of such a boiler ? and are there known plans to make non CE marked boilers (or any other part) un insurable etc ?

Its only commercially made boilers after 2002 that need CE marking. So provided you can show it was made by you there should be no problems.

I had a Sweet Pea boiler made commercially some years ago and still not steamed it or got it steam tested as I still havn`t finished the rest of it. Needless to say,  there is no CE mark on it.
How do I stand  with current test requirements? Can anyone please advise?

You do not have a problem. As it was made before the CE mark came into play it is not required to be marked. Marking is not retrospective. Just have it hydraulically tested, then steam tested by your local club inspector as normal when you want to put it to use.
