Definitely a Mk1 VBRP. (or should that be Mk 0.25 ???). Looks like it's still got a 5tpi feedscrew?

I wonder if it could have been a sales model produced by Baldings themselves.

im trying to find out any if anyone has ever seen this at some of the exhibitions, albeit unfinished. i bought it recently (Ebay) from a gent in n london who cannot tell me anything of its history. handles and table end brackets chromed, main body and saddle machined from castings. some intricate work at feed gearbox and leadscrew . dog clutch has been damaged , its only going to engage cleanly if the motor is running to align the teeth . so a little remedial work required there. As Mark Rand suggests i think it it could be from baldings the original full size makers.
