(If you can get past the advertising miasma nothing to do with the site itself!)

Looks to me like it started life as a Herbert ‘model B’ high speed drilling machine, to which somebody has added a column riser block, x/y table, non-std pulley arrangement  etc.

If you google ‘Herbert B high speed drill’, you should find images of a few standard examples. I’m 90% certain they’ve been discussed on this site on the past too.

Rather than XY table I think that’s the cross slide and compound slide from a lathe. Worth checking if both feed dials are set right (ie: if you move 1″ does the dial say 1″ or 2″ because it thinks your cutting radius off a diameter) and that the two slides are aligned at a perfect 90.

Will be curious how they’ve set up tool holding and quill feed.

I’m with Rod Clemett, it broadly looks like one of the high speed drills they made with a cobbled together milling arrangement,  the slides look to be a cross and compound slide from a lathe ?
