Hi Duncan.
I have just completed the bell stand on one the clock I am making.
I decided to fit the pins into the finials rather than the arms of the bell stand and you are right about the angular position of the holes in the finials. I just fitted the finials and tightened them and then set out the holes diagonally opposite each other. I have numbered the finials, square washers and columns to be sure they go back in the right place.

The bell is not really the correct shape for this clock but it is the best I can find/afford at the moment. If I can find a better one in the future I will remake the bell stand.
I cut the two half round rings in two and soldered them to a central disc where the bell is fixed.
