      Looks like a plumbers wrench for tightening/loosening the nuts on the taps from underneath the sink.

          It’s actually 3 tools. The circular one top left is a pipe cutter  for copper pipe.
           
          The lower on is an adjustable wrench for tightening nuts as Ian says but someones put a cutter on the shaft ( sounds painful doesn’t it ).
           
          The half circular bit, top left , is an alternative head attachment for the adjustable wrench for bigger nuts!

            the u shaped tool on the yellow / green check is a pipe cutter
             
            the long tool is one version of a  basin wrench – for the hard to reach nut to secure the taps to the basin / sink
              ( you have a second pipe cutter in the middle of the basin wrench )
