As far as I can make out the loco is stored at Sellindge near Folkestone so a bit of a way from Plymouth!. Also I thought most of the preserved Bullieds are on the watercress line. Mentioning this as anyone taking on the task might want to see the original.
I take it you have tried the guys in the Plymouth MES.
I haven't looked at the articles but I think the ME design was a rebuilt one, and I don't recall a published chain gear version though I think there was a letter or article once with pictures of the chain drive.
For a demo model of the drive I might suggest alternative approaches. Find someone who likes using CAD software to make a represational design that is effectively only 2D, then find a builder for a) a wooden version, hence larger, if you can find someone who has made a scroll saw wooden clock and likes that kind of mechanism. b) someone with a small laser cutter to make it in wood, c) someone with a bigger cutter or commercial laser to make the same out of sheet steel.
