Pierre Sprey was one of the co-inventors of the A-10 warthog, and a member of the fighter mafia. He loved ingenious little mechanisms (he sold high end turntables and collected and repaired old cigarette lighters) and would have loved the theme of the contest in honor of him.
I'm pretty sure this is physically possible, though it will be challenging.
If you figure a candle is 80 watts and a small milliwatt laser is ~25% efficient at the bottom of its threshold current, it seems like you could squeeze a half a percent out of a Stirling motor. Or at least charge a capacitor enough to make the laser blink.
I have no idea why they're requiring CNC or solid printing. Philistines!
