I am building a four facet honing tool but does anyone know where I can get the small diamond whetstones from, the ones on the drawing are 1/2"x2.75" or there about.

Look up DMT whetstones, )there is a UK source) these are very good whereas I have found the "others" tend to be very rough working irrespective of grain size,. DMT are not the cheap variety generally available.
