I came across this plier like device which I first thought was a motorcycle chain splitter, however I dont think enough force can be applied to remove a link.

The picture shows 2 opposing pins of which one retracts and is sprung loaded any ideas? There are no helpful makers marks on the tool.

It is an eyelet crimping tool – for fixing in the metal eyelets that you thread your shoelaces through as one example.

I have one exactly the same, part of a lot of leather/saddlery tools I bought decades ago

If its just for eyelets, can anyone explain why it need the over complex retracting pin?

They may be made by Daudé of Paris, see Page 16 of This pdf

There's some on eBay, but mis-spelled Baude

The retracting pin will accommodate variations in material thickness whilst also locating the tool on the eyelet.
